In February 1989, Mrs. Lay-Heard joined the UGA-SBDC/OMBD as an Administrative Associate. In this position, she coordinated the black youth entrepreneurship program held at UGA through 2001. This program was created to encourage high school juniors and seniors to seek a college education and look at entrepreneurship as an option beyond high school. Mrs. Lay-Heard arranged all logistics for junior and senior high school students on the UGA campus to include lodging, course syllabus, the awards banquet, etc. Additionally, Mrs. Lay-Heard made travel arrangements for OMBD staff; maintained director’s calendar; served as liaison between staff, small business clients, elected officials and executives from partner organizations; and performed routine office duties.
In 2004, Mrs. Lay-Heard became program specialist for UGA-SBDC/OMBD and is charged with coordinating procurement and other training programs for the minority business community locally, and assists with the coordination of other minority training programs throughout the state of Georgia. She maintains and updates the minority business directory, annually; serves as liaison and coordinates the logistics for summer minority youth programs at Albany State University and Georgia College and State University (programs held in the month of June annually); works with OMBD partners and units on the UGA campus on procurement training programs; assisted in the coordination of the last two SBDC Georgia Women Entrepreneurs Conference in 2004 & 2005 – successfully marketing and advertising program that consisted of a reception, breakout workshops, a trade show and procurement exhibits, and awards luncheon. Mrs. Lay-Heard was also instrumental in coordinating the logistics of the 2004 SBDC ACT arranging set-up for breaks, lunch and awards banquet. Mrs. Lay-Heard receives and refers requests for information to appropriate UGA-SBDC and OMBD staff, and maintains the operation of the Athens/OMBD office under the direction and supervision of the OMBD Director; she also, serves and supports the Assistant State Director of Targeted Programs.
Prior to joining the UGA-SBDC/OMBD, Mrs. Lay-Heard served as Administrative Associate with UGA’s Department of Genetics, from October 1984 to February 1989, where her office supported about 20 faculty members, and their students. She also served as assistant to the Graduate Coordinator collecting data to help select potential doctoral candidates, and she performed routine office duties.
